Instruction

The State Director of Instruction (SDI) is responsible for and oversees the USSF
referee instruction program in Oregon. This includes basic training of new referees,
instructors and assignors and continuing education for experienced referees,
instructors and assignors.
Dick Horner is the SDI. Dick has been a USSF referee since 1978 and also is an
assessor and instructor. In addition, he has been a National NISOA referee and
centered OSAA boys and girls 1A/2A, 3A and 4A championship matches. Dick
was a Marion County Health Department supervisor but is now retired. He is
pleased to report that he is fortunate to be supported by a true “soccer family”,
as his wife, Jody, has refereed and coached and still plays the game, and his
sons, Tyson and Jory, have played, coached and refereed as well.

A Message from the SDI
In my capacity as the State Director of Instruction, may I say that I appreciate the opportunity to serve you,
the Oregon referee. With my new found spare time, I feel that I can devote energy to developing a
systematic, statewide approach to instruction.
It is my goal to support you wherever you referee and regardless of your personal goals in officiating. If
you have any thoughts on the improvement of the instruction process or content, please contact me.
We’re all on the referee team and need each official’s best contribution to be successful.
