Legislative Success
In 2001, Al King, a member of the Oregon House of Representatives and a Grade 6
referee, introduced House Bill 3094 at our request.  OYSA and OASA were very
concerned that the State of Oregon might be considering soccer referees as
employees and youth referees as being subject to child labor laws and thus quite
limited in terms of their hours and working conditions while refereeing.  This bill
confirmed that soccer referees are independent contractors and that the state child
labor laws don’t apply to youth referees.

As a result of Rep. King’s efforts, the bill worked its way through both houses.  OYSA and OASA supported
his efforts and Steve Gould, OYSA President, and Roger Hamilton, OASA President, both testified before
committee hearings.  Eventually the bill passed and was signed by the Governor.

In 1999, we advised Rep. King of our desire that a law be passed giving soccer
referees a statutory remedy in the event they are assaulted.  He became a co-
sponsor and active proponent of SB 482, which provides such a remedy for all
sports officials.  Ultimately, the bill passed and the Governor signed it.
