GRASSROOTS REFEREE REGISTRATION
If you have not done so already, in order to re-certify or manage your USSF registration(s), you will need to create a profile within the US Soccer Digital Learning Center. Your registration history is already in the system. When you sign up in the learning center it will match the information you provide with your previous registration history.
The link below is for Grassroots Referee re-certifications only. If you need to re-certify as a Regional, Futsal or other type of referee, or have a different registration type such as Assignor, Instructor or Assessor, you will be receiving an email with a link to re-certify.
THE GRASSROOTS REFEREE RE-CERTIFICATION “COURSE” INCLUDES THE FOLLOWING:
- Grassroots Re-certification Refresher + LOTG Update
- Grassroots Quiz
- Safe and Healthy Playing Environment
Also, If you are 18 years or older, you must complete:
- US Soccer NCSI Background Check ($30) – valid for two years
- SafeSport Training (Free) – Required by federal law
STEP 1: LOG IN OR CREATE A PROFILE AT US SOCCER REFEREE LEARNING CENTER (DLC)
- Each referee must use a unique email address. Parents may not use their own email addresses to register multiple referees; each referee must have their own email address. Parents may add a secondary email address to each account profile.
STEP 2: REGISTER FOR OREGON REFEREE GRASSROOTS RE-CERTIFICATION
- You MUST be signed in to select the re-certification “course” to begin the registration process.

STEP 3: COMPLETE ALL ASSIGNMENTS POSTED IN YOUR ASSIGNMENTS TAB
LOTG & Badges
The LOTG are also available as an app on both Android and iOS.
It is not required to print the LOTG document.

Badges for re-certifying referees will be mailed out by the ORC Office. Make sure your mailing address in your learning.ussoccer.com account is up to date – and includes your PO Box or apartment number if applicable.
Safe Sport Certification
18 years of age and older only
If you have already completed Safe Sport training, log in to your account, click on the Menu in the top left corner, Update Account, change tab to Profile, scroll down and ensure US Soccer is listed under Memberships. If not, just add it.
7 days before you turn 18, US Soccer will send you an email to complete your Safe Sport Training. You have a 10 day grace period from the time you turn 18 to complete. If not completed within the time frame, US Soccer will suspend your account until completed.
18 years of age and older only
Valid for two years.
Takes 7-10 days to clear. Your background check has to be cleared in order for your registration to be completed.
We do not accept any other background checks.
2 weeks prior to turning 18, US Soccer will send you an email to complete your Background check. You have a 45 day grace period from your birthday to complete. If not completed within the time frame, US Soccer will suspend your account until completed.
