The Ombudsman listens to issues referees have and when appropriate advocates them directly to the Oregon Referee Committee. These include disputes, concerns, problems and real and perceived injustices. If requested by a referee, the Ombudsman will treat communications with the referee as confidential and will maintain the anonymity of the referee with respect to any advocacy regarding an issue raised by the referee.

The Ombudsman is elected in even-numbered years by all referees with grades 5, 6 and 7 and thus is independent of the normal reporting structure.
